European Capital of Culture

The European Capital of Culture is a city designated by the European Union for a period of one year during which it is given a chance to showcase its cultural life and cultural development. A number of European cities have used the City of Culture year to transform their cultural base and, in doing so, the way in which they are viewed internationally.
The European City of Culture concept was the result of an initiative by the Greek Culture Minicter, Melina Mercouri.It was launched at inter-governmental level on 13 June 1985. The aim of the initial “Europe cities” initiatives “was to open up to the European public particular aspects of the culture of the city, region or country concerned.”
It should be pointed out, however, that the European Capital of Culture is not necessarrily a national capital. Moreover, a city that is chosen is entitled to involve its entire region in organising the event.
In the application package they submit to the European institutions, the cities have to specify in particular how they plan to:
o Highlight artistic movements and styles shared by Europeans which they have inspired or to which they have made a significant contribution
o Promote events involving people active in culture from other cities in Member States of the EU and leading to lasting cultural cooperation, and to foster their movement within the EU
o Support and develop creative work
o Ensure the mobilisation and participation of large sections of the population
o Encourage visits by citezens of the EU and reach as wide an audience as possible
o To promote dialogue between European cultures and those from other parts of the world;
Against this background, each city is required to plan a programme of cultural events covering a period of 12 months and highlighting its culture and cultural heritage and its relevance to Europe’s cultural heritage.
