At the Lisbon European Council on 23 and 24 March 2000, the Heads of States and Government set the Union the objective to becoming “the most competitive and dynamic knowledge-driven economy in the world”, so they created eLearning Programme and eTwinning Programme.

The initiative has four components:
- to equip schools with multimedia computers
- to train European teachers in digital technologies
- to develop European educational services and software
- to speed up the networking of schools and teachers

eLearning Programme- it is a programme for the effective integration of Information and Communication Technologies (ICT) in education in training system in Europe.

The four action lines of the eLearning programme are:
1. Promoting digital literacy
2. European virtual campuses
3. e-Twinning of schools in Europe and promotion of teacher training
4. Transversal actions for the promotion of eLearning in Europe

In the framework of the eLearning programme, a third and last call for proposals will be published for the action lines:
1. Digital Literacy
2. Virtual campuses
3. Transversal Action

eTwinning Programme- is a framework for schools to collaborate on the internet with partner schools in other European countries. It is a main action of the European Unions eLearning Programme. It promotes the use of Information and Communication Technologies at schools in Europe. Teachers and students use the internet to cooperate, exchange information and share learning materials.
