MEASURES IN SUPPORT OF ARCHITECTS; ARCHITECTURE IN EU
Architecture is recognised as an important element of European culture and of the environment in which Europeans live.
The European Union's policies on architecture deal with the subject from a cultural and economic perspective: it is regarded not only as an art form and an aspect of cultural heritage but also as a service provided by professionals.

Architectural quality - a priority for the EU
The Council emphasises the importance of architectural quality in urban and rural environments in its resolution of 12 February 2001.

It encourages the Member States to make people more aware of and better trained in appreciation of architectural culture and to promote architectural quality through their public building policies.
The European Commission is called upon to ensure that architectural quality is taken into consideration in all its policies, measures and programmes.
It is also called upon to foster measures to promote and raise awareness of European, historical and contemporary architecture. Finally, it is asked to facilitate cooperation between institutions in the field and encourage the training and mobility of professionals and students.
The Community's activities to promote architecture largely take the form of cultural cooperation, research and regional development.
Raising public awareness of architectural quality and promoting European talent in this area are two of the objectives of the " Culture 2000" programme, particularly the European Prize for Contemporary Architecture.
Architectural quality is one of the prerequisites for the implementation of the Structural Funds, particularly in the case of the URBAN II initiative (2000-2006) on the economic and social regeneration of urban areas in crisis.
It is also one of the subjects which has been dealt with by the Commission since 1997 as part of its efforts to conduct an overall assessment of the socio-economic, environmental and cultural aspects of urban development, which are supplemented by an Urban Forum and an Expert Group on the Urban Environment.

Measures in support of architects
The architecture profession, like all other services, is governed by the general regulations on the internal market: public contracts, free movement of services and freedom of establishment in the internal market.

The Council Resolution of 12 February 2001 on architectural quality stresses the need for action to support architecture students and architects. At Community level, the following action has been taken in this regard :
· encouraging the mobility of students (SOCRATES programme) and professionals through the mutual recognition of qualifications in architecture across Europe;
· promoting cooperation and networking between institutions dedicated to enhancing cultural heritage and architecture, such as the project "Architecture Normande, une Aventure Européenne" financed by the "Culture 2000" programme, which includes field research and courses at schools of architecture;

International action in the field of architecture
The European Union deals with architecture as part of its external relations policy, whether in its trade relations or under cooperation agreements with non-member countries.
The General Agreement on Trade in Services (GATS), which was drawn up under the aegis of the World Trade Organisation, lays down rules concerning international trade in services. In particular, it gives service providers - such as architects - the information they need if they want to do business abroad. These conditions are currently under discussion within the framework of the new OMC negotiations series.
The Transatlantic Economic Partnership between Europe and the United States has resulted in dialogue on the architecture profession with a view to investigating the possibility of drawing up an agreement on the mutual recognition of professional qualifications.
As part of the EU's cooperative efforts with Latin America and Asia, the URB-AL and ASIA-Urbs programmes encourage towns and regions in the European Union, Latin America and Asia to work together on urban issues such as the urban environment, urban regeneration and the management and control of urbanisation.
